Rwanda's electoral commisssion reports that only 1.6% of Rwandans voted against eliminating presidential term limits for current President Paul Kagame.

 

Burundi: Insurgents claim attack on presidential palace

In Rwanda and Burundi, the massacres of the last 20 years have followed the assassination of Hutu presidents. First, the assassination of Burundian President Melchior Ndadaye in Burundi in 1993, then the assassination of Rwandan President Juvenal Habyarimana and Burundian President Cyprien Ntaryamira in 1994. Now insurgents in Burundi claim to have fired mortar rounds on the Burundian president's residence in Bujumbura, the country's capital.

Rwandan President Paul Kagame's intelligence chief, Emmanuel Karenzi Karake, has been arrested with a European Arrest Warrant based on a Spanish indictment charging him with genocide, the massacre of Hutu civilians in Rwanda.

The new US policy toward Rwanda, opposing constitutional change to allow President Paul Kagame to stay in power, has garnered wide attention. Friends of the Congo's Maurice Carney warns that it might well changed if Hillary Clinton becomes the next US president.

Instability and political repression are increasing in the Great Lakes Region of Africa, as the presidents of Burundi, the Democratic Republic of the Congo, and Rwanda seek to remain in power beyond constitutional term limits, and as Rwandan and Ugandan troops cross into Congo yet again.
