FOTC's Maurice Carney said that targeting M23 officers in Congo was like slapping sanctions on street corner drug dealers instead of those really responsible, meaning President Generals Kagame and Museveni. Loyola University Professor Brian Endless told AfrobeatRadio he wasn't sure that was quite the analogy he'd choose, but it's close enough.
