UN sanctions targeting war criminals, not innocent populations, in the Congo conflict

FOTC's Maurice Carney said that targeting M23 officers in Congo was like slapping sanctions on street corner drug dealers instead of those really responsible, meaning President Generals Kagame and Museveni. Loyola University Professor Brian Endless told AfrobeatRadio he wasn't sure that was quite the analogy he'd choose, but it's close enough. 

A meeting of the UN Security Council, which has imposed targeted sanctions on M23 militia officers in Congo, but not the Rwandan and Ugandajn officials proven to be the powers behind them.
